The group is also well positioned to handle proceedings before regulatory agencies at the federal, state and municipal levels. Co-head José Guilherme Berman, who is based in Rio, 'has outstanding legal experience' in public bidding procedures and administrative and judicial litigation arising from public law issues. Fellow co-head Ana Cândida de Mello Carvalho, who sits in the São Paulo office, advises on concessions, PPPs, government contracts and administrative proceedings.
