The practice group at Pérez-Llorca is equipped to handle transactional, regulatory and contentious mandates, namely the structuring, development, financing and operation of energy and infrastructure projects. Financial institutions, government bodies, multilateral agencies, suppliers, contractors and sponsors seeking assistance with renewables, power, oil-and-gas, water, toll road, port and rail projects regularly feature on the group’s client roster. Leadership is shared between Jorge Cervantes TrejoRodrigo Rojas Robleda and Oscar Moreno Silva. Cervantes Trejo specialises in M&A, private equity, project finance and energy and infrastructure mandates; Rojas Robleda fouses on project finance, corporate and private equity transactions, foreign investment and energy, oil, gas and power generation; and Moreno Silva handles infrastructure, regulatory matters and public law. Additional key contacts include Jerónimo Ramos Arozarena (infrastructure and energy project finance, structured financing and M&A), who was promoted to the partnership in January 2025; and counsel Antonio De Lisi (infrastructure and energy project finance). Diana Pineda Esteban left the firm in April 2024, as did ex-practice co-head Hernando Becerra in November the same year. The public law, energy and disputes resolution-focused Julia González Romero departed to an in-house position in February 2025, since when the practice has been boosted by the September arrival of Cynthia Ibarra G from Actio Legal Partners (formerly Chávez Vargas Minutti). Since publication, De Lisi has been raised to the partnership - effective as of January 2026.
