Iraqi Quality Mark Compliance: New Regulations for Electrical and Tobacco Product Imports to Iraq

Introduction The Central Organization for Standardization and Quality Control (COSQC) in Iraq has released Announcement No. (15) for 2024,establishing essential requirements for manufacturers of electrical and tobacco products intended for the Iraqi market. This announcement stems from the Iraqi Council of Ministers' Decision No. 230339 Q, communicated via letter No. 2311066 on December 6, 2023. This regulation marks a significant advancement in ensuring product quality and safeguarding consumer safety in Iraq. Key Requirements for Manufacturers Manufacturers supplying electrical products and tobacco to Iraq are required to obtain the Iraqi Quality Mark for the products listed in the official announcement. The products covered by this decision include electric water heaters, heaters, ovens, and electric cooling devices such as refrigerators, freezers, air conditioners, as well as tobacco products. This mark is vital for confirming that products adhere to the established safety and quality standards mandated in the Iraqi market. It is important to note that the first step in applying for a quality mark for products in Iraq is to formally register the manufacturing company as a branch in Iraq. This registration is essential for establishing the legal presence required to initiate the quality mark application process. Following registration, the process involves meeting a range of requirements set by the Central Organization for Standardization and Quality Control (COSQC). Among these, a key step is the physical inspection of the manufacturing facilities by COSQC officials. This inspection aims to verify that the production processes, equipment, and quality control measures align with Iraqi quality standards and regulations. The quality mark application may also require documentation, such as technical specifications, product testing results, and certifications that demonstrate compliance with both Iraqi and international standards. Upon successful completion of the inspection and document review, the COSQC will assess the eligibility of the manufacturing company for the quality mark, which is essential for distribution and market acceptance of the products in Iraq. Compliance Deadline Manufacturers must secure the Iraqi Quality Mark by July 1, 2024. Following this deadline, any products lacking the Quality Mark will be barred from entering Iraq.
